Description

Story: BI-2758 - Autocomplete

This card updates autocomplete of the level/dataset name in the create subentity dataset modal to pull from all dataset names in the program as intended (previously it pulled from ontology term observation levels)

This card also includes fixes to ensure that dataset names are capitalized in both the experiments/observation table and the experiment details view.

Testing

• Create two experiments in the same program with overlapping but not completely identical sets of dataset names
• Create an experiment in a different program with a dataset name not used in the first program. Return to first program and ensure that the dataset name used in the second program does not show up as an autocomplete suggestion
• Check that displayed dataset names in tabs on experiment details page and in the experiments/observations table are capitalized (particularly custom created dataset names)

This will need to be tested again once the case sensitivity for observation level names in the brapi PR is resolved. At present sub-entity creation will fail due to the plot observation level name being lowercase , and if that is changed to be capitalized then regular experiment creation will fail.

In addition, the level order for plot observation level name has to be manually changed to 0 for sub-entity creation to work, which should in theory be solved in an upcoming migration card.

Otherwise, the logic for autocomplete works as expected.
