This PR adds a GitHub actions file that automatically builds and publishes a new docker image when code it changed. This will provide a direct
ghcr.io/cnckitchen/stltexturizerimage that anyone can use without having to download and build the app themselves. This does not have any cost, deploying to the GitHub repositories is free. This is simply the deployment code i have been using the past few months - it works but it's possible it can be simplified if you find the deploy script to be too complex. Otherwise it should just work as-is when merged.
