docker/metadata-action v6 runs on Node 24 and requires Actions Runner v2.327.1+; this workflow still targets a self-hosted label (arm-4core-linux-ubuntu24.04 declared in .github/actionlint.yml), so any arm runner that has not been upgraded will fail when this step starts. Because copy-to-ecr and manifest depend on build, one outdated self-hosted runner can block the entire container publish workflow.
