Please find a PR we are using to support SLES 12.1.
SLES 12 does not support the /etc/cgconfig.d directories, so I created a new cgconfig.conf template rather than an if statement in the original. I can do that if you think it is cleaner
Let me know if you have any questions or if I need to modify this
