Adopt Corepack with Yarn pinned to 4.18.0 via the packageManager field so the toolchain is provisioned consistently, and refresh the lockfile through yarn install (lockfile format v10). No intentional dependency changes beyond the Yarn 4.18.0 resolver output.
Match the hw-admin Node 24 standard and satisfy Yarn 4.18.0's Node >=18.12 requirement across all CI jobs.
