Changes Proposed

This PR introduces the rebalance of High Priest job skills. This change affects Renewal-only.

I can't say everything is 100% accurate because they are based on sources and very few in-game tests, but should be close enough.

Issues addressed:
Part of #2735

- Skill reworked. It is now a simple buff on the caster.
- SC_BASILICA_BUFF added (given by Basilica)
  - Boosts MATK of Holy magic skills by (3 x SkillLvel)%
  - Boosts Physical ATK by (5 x SkillLevel)% against elements Shadow and Undead
- Reduced fixed casting from (4 + SkillLevel)s to 1s
- Added 3s of Variable cast time
- Global delay reduced to 1s
- Added Cooldown of 30s
- SP cost reduced
  - Old: 80/90/100/110/120
  - New: 40/50/60/70/80
- SC Duration increased
- Item requirements removed

From 1st/2nd/Transclass rebalance (2018.11.28)
- Effect changed*
  - Old: Doubles Hard DEF and Hard MDEF
  - New: Increases Hard DEF by (SkillLv x 50);
         Increases incoming heal effectivenes by (SkillLv x 2)%
- Can now be used together with Kyrie Eleison/Kaite/Praefaetio
- Global delay reduced to 0.5s on all skill levels

Note: Renewal is now using a new SC for it:
SC_ASSUMPTIO_BUFF (instead of SC_ASSUMPTIO)
It was implemented like that because official files still have the old
buff as a separate entry (unknown if really needed), so I am following
this.
