Update the version of Java in the ODK images to 21 (needed for the latest versions of Jena). closes #1348
Now that we have Java 21, we can bump the version of Jena to the latest 6.x series.

This PR updates the JRE (in ODKLite) and JDK (in ODKFull) that is included in the ODK to version 21, needed for the latest versions of Jena.
