[NF-39] [FRONTEND] Community Pool-Submission Portal

Overview

There's currently no channel for the broader community to propose candidate AMM pools for the Strategist to consider — allocation research is entirely internal. This issue adds a public submission form that feeds into the Strategist's research pipeline.

Problem

Nothing in the app lets a community member who's found a promising Stellar AMM pool suggest it. The only path today is presumably off-app (Discord, a GitHub issue), with no structured intake or visibility into whether a submission was ever reviewed.

Proposed Solution

• New page app/src/app/propose-pool/page.tsx: a form collecting pool address, trading pair, current TVL, and a rationale/justification field.
• Submissions land in a simple review queue (could be as lightweight as auto-filed GitHub issues via a serverless function calling the GitHub API, tagged for Strategist triage, rather than building a full custom backend/database for this).
• A public "submitted pools" list showing status (under review / considered / rejected with reason / adopted), so submitters can see outcomes rather than submitting into a void.
• Link this page from the Strategist console (NF-32) so proposal research and community submissions are visible in the same place.

Acceptance Criteria

• Submission form validates a pool address is a plausible Stellar contract address before accepting
• Every submission is visible in the public status list with an accurate current status
• Submissions correctly reach the Strategist's review queue (whatever mechanism is chosen)
• A submitter can find their own past submissions (e.g. by connected wallet address, if submission is tied to one)
• Page is linked from the Strategist console (NF-32)
