Thin release repo for the Loctree CLI.

This repo exists only to publish and host release assets for the user-facing CLI surface. The source of truth stays in Loctree/Loctree.

Role

• receives CLI release assets from the monorepo publish pipeline
• exposes the install surface for brew install loctree/cli/loct
• keeps the binary distribution separate from the source workspace
