Add dashboard grid layout presets

Hi @orbeckst, @jeremyleung521, @amruthesht, @HeydenLabASU,

This PR adds presets for the widget layouts as was suggested during the last sync up call.

Here are the preset options that users can select from:

The default layout is editable (resize and drag as user prefers) as before, so nothing changed here.

Here is a 1 column layout:

Here is a 3 column layout:

I will go ahead and merge this PR as the changes are limited.
