mail identified as high confidence phishing is handled according to the anti-spam policy action. See Configure anti-spam policies.
- Email identified as high confidence phishing are by default qaurantine

The above statement not correct as high phish mails will be quarantine regarding the action in anti-spam policy and you have mentioned that later in this article so this is causing confussion
it should be :
Email identified as high confidence phishing will be quarantine due to secure by default and whatever the action selected in anti-spam policy for HPHISH action
