CI builds libmeos with -DMEOS=ON -DALL=ON, enabling every current and future optional family. The workflow installs the PostgreSQL server-dev package from apt.postgresql.org and pins pg_config so the vendored pgPointCloud static library builds, plus libh3, GDAL, and libxml2 with autotools for the other families.
