Update Azure MySQL version to 8.4

Microsoft announced:

Extended support charges for MySQL 8.0 begin 1 January 2027
You're receiving this notification because you're associated with one or more Azure subscriptions that currently use Azure Database for MySQL Flexible server.
We'll begin charging for extended support of MySQL - flexible server version 8.0 on 1 January 2027

This changes the TF version from 8.0.21 to 8.4
