Runs cargo make test with --features ci_features in CI. This is added to Makefile.toml instead of run in a CI GitHub workflow file for two reasons:

  1. Reduces complexity of maintaining logic in workflow files which are not as easy to test as a local file like Makefile.toml.
  2. Allows a local user to test exactly what is used in CI by just setting the "CI" environment variable.

Note: This is the same change already made in patina in OpenDevicePartnership/patina#1829, but also applied to other repos that use the ci_features feature.
