[Iluvatar] Add CI tests for iluvatar
tools/unittest_runner/test_runner.py is a script to run tests from Paddle in parallel.
tools/unittest_runner/float64_skip_plugin.py is a plugin for pytest to skip float64 test cases.
tools/unittest_runner/extract_passed_tests.py and tools/unittest_runner/classify_failed_test.py can be used to get test results.
We use these scripts to build CI for Iluvatar.
