Adds rules/honest-code-review-cursorrules-prompt-file.mdc and one README line under Testing.

What it does: a read-only code reviewer for diffs and PRs. Findings are ranked BLOCKER / MAJOR / MINOR / NIT, each with a file:line location and a concrete failure scenario. It separates verified facts from suspicions, caps nits at 3, and never claims tests were run unless they were.

How it differs from the existing PR Review rule: the focus is on evidence and honesty (no invented issues, no unverified claims) rather than separate review angles.

Summary by CodeRabbit

  • Documentation
    • Added guidance for evidence-based code reviews, including severity rankings, precise locations, concrete failure scenarios, and a distinction between verified facts and suspicions.
    • Added a read-only review prompt that prioritizes correctness, security, data integrity, compatibility, performance, testing, and maintainability. It specifies review verdicts and finding formats, limits minor nits to three, and prohibits unverified claims that tests or code were run.

- Line 3: Remove the `globs` setting from the rule frontmatter so it does not
auto-attach to every matching file; keep `alwaysApply: false` so activation
remains relevance-based.
- Line 26: Update the MAJOR severity definition so missing coverage qualifies
only when the reviewer can identify the risky behavior and a concrete regression
scenario the missing test would fail to catch; retain the existing criteria for
bugs, maintainability, and performance issues.

Cursor project rules documentation globs alwaysApply false matching file in context auto-attached

💡 Result:

Yes. For a Cursor project rule, `globs` plus `alwaysApply: false` means the rule is **auto-attached when a file matching the glob is in context**—it isn’t applied to every chat. The rule must be an `.mdc` file in `.cursor/rules`. ([cursor.com](https://cursor.com/docs/rules))

```md
---
globs: "src/**/*.ts"
alwaysApply: false
---
Your rule instructions go here.
```

The docs say multiple patterns can be comma-separated. ([cursor.com](https://cursor.com/docs/rules))

Narrow the glob or require manual activation for this review-only rule.

With globs: **/* and alwaysApply: false, Cursor can attach this rule whenever any project file is in context. This makes a review-only rule affect ordinary editing sessions instead of only an explicit review workflow.
