kona: add support for QRD8250

This PR aims to add support for the Qualcomm Technologies Incoporated Qualcomm Reference Design for Snapdragon 865 (SM8250)

Current issues:

• USB Support is broken (crashes when you insert a cable)
• QcSecProtocolFinder is looping infinitely, need to look into the code and fix the issue that causes an infinite loop here before merge instead of removing that lib (looking quickly at the code theres multiple cases where theres no safe exit conditions here. Should not be too hard to fix next week.

ACPI update is also required for enablement of key features as part of the next driver update for tomorrow or in 2 days. Thats going to be done before merge as well

Update: wont commit changes today because I am unfortunately busy with some data recovery on my work laptop and need to reinstall it asap too :/ maybe next time!

Rebased on top of 2c18140 for the needed protocol lib fixes

Only missing two things right now:

• For some reason the QcSecProtocolAddrFinder lib is unable to find the address (but static analysis in IDA Pro v9 can). This isnt a big problem anyway because thanks to the robustness fixes as part of Make QcSecProtocolsLocatorSecLib more robust against not found data #478 and the upcoming handling of Qualcomm Sec Protocol Addresses Lookup lib: Issues with uninitialized variables #479 (which is currently being workarounded), this wont block UEFI from loading.
• USB remains non functional (likely due to what is above, but need to investigate further)

Wrap it up to this for today, this wont be merged til fully ready.

in all seriousness I have half of the hardware to start working on 8450 I just lack a way to currently power said hardware... (board broke both in shipping and afterwards from using it only 2 times (because of said shipping issue)), currently waiting to get a new board for it...

• Patching UsbInitDxe to not remove IOMMU domain attachments for USB3/USB2 on ExitBs (required to enable KDNET over USB in Windows)
• Fixing USBFn support in UEFI crashing the whole platform
• basic retesting of everything
