What and why
I realised while reviewing #2900 that some of our license headers had drifted a bit, and others just didn't have the headers at all. This PR both verifies the license headers are there for all the Rust files and fixes the ones that either weren't or had variants on the text.
How was this verified?
pre-commit hook to check the license, plus some manual checks across the codebase.
Risk
Low. It's license text, it won't break the running app, it just clarifies some things that were already the case
