What and why
Prepare NativeLink v1.7.6 following the release procedure in CONTRIBUTING.md. Bump the Bazel module and all 13 release package versions, regenerate both Cargo lockfiles, and prepend the release changelog without rewriting earlier entries.
This release includes pipelined BEP store writes (#2912), the filesystem blocking-pool deadlock fix (#2647), the worker-liveness clock fix (#2900), and the dependency/security and CI updates since v1.7.5. Three narrow git-cliff rules put those runtime fixes under Bug Fixes.
How was this verified?
cargo metadata --offline --locked --no-deps; lockfile comparison confirms only local NativeLink versions changed.This preparation change does not add runtime code. No deployment or representative customer performance test was run; completion within a 60-second post-build BES timeout is not yet established.
Risk
Release metadata only. Incorrect versioning or changelog generation would affect release artifacts and their description; the checks above cover those changes. The BEP pipelining behavior is already on main in #2912 and is included by this release preparation. Signing the release tag and publishing images remain post-merge release steps; this PR does not perform them.
