For deployment on 3/20. Merging this PR will upgrade the production environment.

YOURLS 1.10.3
(lots of these are replacing tabs with spaces for indents)
Sleeky (Bootstrap theme) 2.6; adds accessibility improvements to frontend form and admin
Platform.sh/Upsun tooling improvements; environment check for PRs
Admin account for Marcomm user
Limit QR library for QR plugin to v4 (v5 broke QR image generation)
Tested and working in gotest.utc.edu

Important: Because this is a YOURLS core update, you may have to log in as an admin with a normal (non-CAS) account to complete the database upgrade process. You can get the username and unencrypted password values from platform variables.
