- Pass account to IAuth if SASL authentication occurs during registration
- Ensure that IAuth session lasts until cap negotiation has ended, because SASL Authentication during registration should occur prior to CAP END.
- If the IAUTH_REQUIRED policy is set, we will the client on timeout even if the client is soft_done.

Introduce SASL authentication integrated with the network configuration (netconf) feature so services can drive auth settings across the mesh. Introduce IRCv3 CAP LS 302 support, including CAP NEW and CAP DEL (cap-notify), alongside the SASL client flow.
…Make the iauth session not terminate until after capability negotiations.
