Adds external link to the newly released ACE-Step v1.5 model page to increase discoverability.

Changes

• Header navigation: Added "ACE-Step v1.5" link alongside Project, Hugging Face, ModelScope, etc.
• News section: Added announcement entry dated 2026.01.28 at top of "News and Updates"
