Add a manual-publish workflow as an escape hatch for publishing to Maven Central without going through semantic-release. Also add workflow_call trigger to the test workflow so it can be reused.

Could we please leave the commands the same so they are consistent across sdk repos? Was referring more to https://docs.github.com/en/actions/how-tos/reuse-automations/reuse-workflows, a new special keyword here other than true/false also would work.

Summary
Add a
publish-onlyoption to the release workflow'sdryRuninput, enabling publishing to Maven Central without going through semantic-release. This isuseful when a version bump succeeds but the publish step fails — you can re-publish without reverting versions.
The
dryRuninput now accepts three values:true— preview what semantic-release would do (default)false— full release (bump version + publish)publish-only— just publish current version to Maven CentralChecklist
