feat(legacy): skip records marked for review - #174

To better accomodate multiple curators of the Anchore enriched datasets, candidate files will be automatically commited but marked with needs_review = true. These files should be skipped during generation of the legacy datasets until the files have been validated and the needs_review flag has been removed.
