Adds an opt-in CMake option for deterministic GPU accumulation (fixed-order reduction for mechanism and fine-matrix updates), gated by the existing mechanism ABI check so mismatched catalogues are rejected; Refs #2532.
Adds unit tests for the reduction, fine matrix, synapses, ABI gate and modcc GPU printer, covering the option both ON and OFF.
OFF is the default and keeps current behaviour; with ON, repeated GPU runs gave identical voltage traces (OFF drifted), at a cost of a few percent runtime locally.
