Somehow upgrading meson to 1.9 solved the mac issue. Will unpin cmake to retest |

@parham-k Can you look into the current MacOS error? There is also a problem with the latest version of meson I believe, I will narrow it down for another PR and maybe get your help on that too when I have isolated which version is creating the problem. In meantime pinning cmake, meson and ninja solves the issues.
Python wrappers will be made after this PR is finalized.
Integrate BShash library, providing two modules: a generic hashing module and a directional module with strand-specific libraries. Also added utilities.
