Closes #201

Changelog

- Add `LICENSE-APACHE`
- Update license field on `Cargo.toml`
- Update `README.md` badges
- Add license section to `README.md`
- Add `// SPDX-License-Identifier: MIT OR Apache-2.0` on all source files
