Successor to PR #132 for task #121. Adds the six canonical Tencent primaries for org.jetbrains.kotlin:kotlin-stdlib-common:2.0.21-KBA-003, which the combined consumer graph requires. The existing 25 public files remain immutable; publication stays disabled on pull_request and will resume missing-only only after exact Hosted review and ordinary landing. Current closure: 6 GAV / 31 files / 17,010,052 bytes.
