This replaces #34's per-row QUEUED label. In the reader sidebar, queued constitutions no longer get rows of their own in any group. The constitution at the head of each queue carries the Desk's +N queued control, which opens an expandable list of what is queued. The Desk control now lives in QueuedControl.ts and both views use it. The group counts and j/k/J/K count only rows you can see.

UI suite: 1,548 tests pass. Screenshots of the mocked board were checked in light and dark, collapsed and expanded.

Hide queued children across sidebar lifecycle groups and navigation counts. Share the Desk queue peek, refresh heads when their members change, and keep peek-opened children out of the sidebar flow.
