[2.0] Queries about LCC state from RAW to TEST_UNLOCK0

Hi Caliptra team,

Here are some queries about LCC state transition:

(1) Is TEST_UNLOCK0 state volatile or non-volatile ? It looks that there is no way life cycle state in OTP could be written to TEST_UNLOCK0 state ? ( There is no OTP write when state is changing from RAW --> TEST_UNLOCK0 )
(2) Could TEST_UNLOCK0 state directly switch to TEST_UNLOCK1 ? Will TEST_UNLOCK1 be non-volatile ?
(3) Is there reset needed between state switch ? Could we change LCC state among different state without reset ?
