chore(swingset): match live sandbox urls to component urls

Description

Live sandbox pages now use the same path as their component page, under /live. For example, /user-profile/user-profile-profile-panel is live at /live/user-profile/user-profile-profile-panel instead of /live/account.

The live sidebar now builds each link from the component path, so live-navigation.ts keeps a set of component paths instead of a path-to-URL map. The old live URLs such as /live/account no longer exist.

Stacked on #10192.
