prereq_matches_use scanner should ignore POD

POD content should be ignored by the prereq_matches_use scanner.

My distribution Test-Is-20140823.1 is reported as failing the prereq_matches_use because an use of the feature module has been detected. However, this is a false positive: the only instance of use feature 'say'; is in POD in a verbatim block of the SYNOPSIS.

Thanks for the heads-up. I've forgotten to revert a patch locally applied to Module::ExtractUse for my testing. Now I've reverted it and started rerunning all the jobs, which will finish in a day or so.
