The lifecycle/hygiene fixes were implemented in PR #70 (dlclose of the libfdb_c handle, clearAll() lower bound, closeAllDatabases() in stopNetwork(), Snapshot GC-anchor docs), but the changelog entry required by the issue's acceptance criteria was missing. This PR adds it.
