port cost calculation logic from synapse-sdk PR #632 and #666. new costs/ package with pure calculation functions (effective rate, additional lockup, deposit needed), FWSS contract getServicePrice() wrapper, USDFC sybil fee reader, and orchestrator service. integrated into synapse.Client via lazy Costs() getter.
