The README documented only the runtime-PM helper; the deadman (arm a forced reboot before a risky PCIe operation, cancel on success — the recovery for driver hangs a clean reboot can't escape) was entirely undocumented. Both utilities now have a purpose statement, CLI + API usage, and the mechanism-vs-policy boundary. Symbol references verified.
