I belive it might suite more in the cloning repository part also clone the offline proxy as well?

Building the libcurl.dll is it's own whole tutorial and should be jumped to when the file is needed. I don't see a reason for including the clone repo twice, when the developer could follow along until reaching that point when they need to generate it, go generate it, and return to the tutorial to finish it out.

Doing it this way calls reference to libcurl.dll only once to save the dev from going through repetitive reading.
