so e.g. reference a proposed decision that you want to circle back to, annotate so the linter doesn't care that it's a proposed decision, and include a timestamp and a lifespan for the annotation. next time the linter is run after the lifespan exceeds, it behaves as if the annotation isn't even there.
am I crazy or have I never seen this before? how is this not a thing already? it must be, right?
