feat: add Shanghai hotel price tracker

Summary

• add /hotels.html and clean /hotels/ route for Shanghai hotel price tracking
• track 19 Oct → 20 Oct 2026 around Jinling East Road / Dashijie / The Bund / Yu Garden
• use one Google Hotels SerpApi request per refresh and reuse the existing credential fallback chain
• store current snapshots in data/hotels.json and history in data/hotel-history.json
• show shortlist-first results, per-room price, 3-room estimate for 6 adults, price sources, price delta and history chart
• add local target price plus optional GitHub Issue alert using HOTEL_ALERT_AMOUNT
• refresh daily at 07:27 Asia/Ho_Chi_Minh and update the shared SerpApi usage snapshot
• cache hotel tracker assets in the PWA service worker

• stay: 2026-10-19 → 2026-10-20 (1 night)
• Google Hotels occupancy: 2 adults / room
• group comparison: simple ×3 estimate for 6 adults; final availability and room mix must be checked before booking
• currency: VND
