Standalone kit CI often lacks a sibling accelerate tree. Resolve IPFS_ACCELERATE_ROOT/common layouts and skip the integration suite when the proof-reuse plugin is absent so certificate-store unit tests still run. Use a cold conftest probe that does not import package roots, and keep service monitoring opt-in for cold package import.
