This PR was prompted by the comment at eslint/.github#14 (comment).

In this PR, I've moved the auto-generated update-readme.js file location from tools/update-readme.js to .shared-workflows/tools/update-readme.js.

This change would help avoid potential collisions between auto-generated files.
