There are some folly and java dependency download issues and one existing compilation failure which is not related to the change. |

Summary: Backport new value types introduced in #12419 to 8.11.fb as a new patch version. This fixes the issue reported in #14101 to support reading MANIFEST files with entries containing kTypeMaxValid written by RocksDB 9.1+.
