Replace hand-rolled check.yml/test.yml with the standard go-check/go-test wrappers (ipdxco pinned to 63392e9, v1.0); gains vet/staticcheck/gofmt/tidy + race/coverage + go.mod-tracked toolchain. Also pin the existing release-check/releaser refs. workspace-test left unchanged. Part of the fil-forge CI standardization (pass 2). NOTE: go.mod is 1.26.1 — first CI run may surface failures.
