accdb: add open_rw root mode

Adds an API to modify a rooted account directly, bypassing the
transactional update layer.  This is useful for bootup code.

Adds a unit test scaffold for snapin tile message passing
scenarios.  This will help us towards full code coverage of the
snapin tile.
