Update workflows and pin actions to SHAs

This PR updates the GitHub Actions to their latest versions and ensures all actions are pinned to full commit SHAs for security.

Changes:

• Verified all actions are using the latest major versions (v6 for checkout/setup-python, v7 for release-drafter, etc.).
• Pinned all actions to their latest full commit SHAs.
• Updated ruff to 0.15.13 in requirements_lint.txt.
