Add SaFlip app

Application Submission

• Adds a new app for Saflok hospitality locks, which can parse and generate Mifare Classic cards. It can read/write all of the main "BasicAccess" parameters (which can also already be read using the main NFC app), as well as the log entries written to the card and any variable keys added.

Extra Requirements

• No additional hardware requirements, although it does rely on PR#4261 so I'm marking this as a draft until that's merged.
