Fix issue #11522
Description
By introducing this feature you can click on the map and show the values for the underlying pixels for each band of the Tiff/COG layer, see the video below.
Resource map contains COG layer for testing is http://localhost:8081/#/viewer/63614
(This only for OpenLayers part, Cesium layer require the issue #11521 is solved )
