fix: matching with go run semantics

Match gno run with go run semantics including:

• skipping test files,
• checking all files in directories,
• checking cross-directory + file mismatches,
• and returning the “no non-test” error when appropriate.

The only thing we don’t enforce here is that the package must be main.
Gno allows running non-main packages as long as they contain a main function.
