- Add package metadata (license, project URL, copyright, readme, SourceLink) to Util csproj - Target netstandard2.0 and enable XML documentation generation - Remove GeneratePackageOnBuild from Util and mark samples as non-packable - Add complete XML doc comments to UserDataFormatter public members and methods - Add SkipCSharpierCheck condition and target repository root in Directory.Build.props - Remove lockfile from samples so dependencies float to latest SDK versions - Fix samples command typo and add package install instructions in README.md Change-Id: I62566326619a3461c97bf2ad82334c6fea63c938
