Backport f8339e6 from #4751
What this PR does:
Splits the e2e tests package into two by moving api/read path tests into api package, and split e2e into two CI jobs.
note: backporting this CI change because other backport PRs like #4775 are blocked by CI rules, once this is merged, other backports should pass the CI checks and become mergable
had to backport by hand because backport automation failed due to merge conflict.
