Add conditional buffer clearing flag

Added clearBuffersOnReuse flag (default: true)
Buffers are cleared on reuse unless flag is false
Allows multi-pass algorithms like OneSweep to preserve data
Flag set in constructor, applied in AllocateBuffer case
